Changes to TvT Mechanics

Event registration restrictions have been restored: only one registration per PC is now allowed.

Characters in an uncontrolled state (e.g., under the Fear effect) will no longer be kicked from the event for inactivity at the team base.

If one team leaves the event entirely, the opposing team is automatically declared the winner.
